Passing a shouldered vehicle in traffic

Unable to change lanes due to traffic, the Aurora Driver slows to safely pass a shouldered vehicle and pedestrian.

In this video, the Aurora Driver identifies a stopped vehicle on the shoulder of the road over 400 meters away and begins preparing to change lanes. However, while assessing the traffic in the adjacent lane, the Aurora Driver detects a fast approaching truck from behind and decides it would not be safe to change lanes at this time. Instead, the Aurora Driver slows to 32 MPH to safely pass the shouldered vehicle and the pedestrian placing traffic cones nearby.
